Duties on Democratic Liberation on the 8th Congress of the PKK,
16 April 2002
The democratic liberation phase, which the characteristics we have
determined is a preliminary phase in order to attain socialism,
which is our ultimate aim. The democratic liberation stage will
entail below duties:
A- To end the domination on our people of all types of structures
and their extensions, which have of oligarchic, autocratic and theocratic
nature. For which:
1. To create an extensive organisation of our people with the aim
of organising and developing civil society, establishing and developing
the democratic masses organisations of women, youth, workers, employees,
peasants and similar sections of people.
2. To form large blocks of democracy in every country so that unity
of all sections and political forces which favours the democracy
could be achieved.
3. To develop people's democratic political serhildan (struggle)
in all fields with rich methods to carry out the self-defence against
oligarchic, autocratic and theocratic structures and their extensions.
To spread the civil disobedience in all areas.
4. To undertake most effective ideological methods of struggle
against those practices that hinder the struggle against oligarchic,
autocratic and theocratic structures or dogmatic, utopic, fatalist,
chauvinist and primitive nationalists understandings that leads
to surrender of our people.
5. To eliminate systems of special wars, contra-guerrillas and
war profiteers banditries.
6. To undertake active methods against the ill development of capitalism
which leads to the destruction on environment and the society.
B- To create a free and democratic society under the executive
of the Democratic Republic. For which:
1. To develop democratic political systems in all countries which
is based on the political integrity and constitutional citizenship
where peoples participate in it as the founding members.
2. To form constitutions in all countries basing on the individual
and plural and in which the individuals take part with their own
identity and the fundamental rights are secured.
3. To afford everyone the rights for the freedom of speech, organisation
and engagement in politics in order to create the organised civil
society, that is the safeguard of the Democratic Republic.
4. Develop freedom of press in the framework of the correct and
adequate news rights of the people and to meet legal guarantee.
5. To attain a democratic legal framework for the political parties,
unions, and associations in order to develop the inclusive and pluralistic
. To develop a system where the workers are able to participate
in the management.
6. To overcome excessively powerful centralised structures which
prevents the free development of the people. To spread the strength
of the power to the base and support the local administrations.
7. To support the idea of reducing the size of the military and
the army expenditures and to prevent them becoming a threat to the
outside world.
8. To be against NATO and all kinds of military pacts which pose
threat to the peace as well as sovereignty of the people.
9. To support the Turkey's accession to the European Union participation.
To undertake activities in all areas to support this relationship
in order to achieve the benefit for the favour of the peoples and
the Middle East.
10. To take base an economical system where the self-interests
of the working peoples, a fair distribution of wealth and the development
of social prosperity are maintained .To carry out a fair distribution
of the sources in the country.
11. To develop the usage of contemporary technologies but to favour
the formation of the proper inspection systems on nuclear energy,
greenhouse affects, hormonal foodstuffs and genetic technologies
in order to prevent its harmfulness.
12. To develop policies with the aim of protecting the environment,
earth, greenery, water, air, climate, and animals.
13. To develop a finance and tax system for the benefit of the
working people as an alternative to the finance and tax systems
that serve for exploitative structures.
14. To undertake works towards the establishment of cooperative
organisations by the sections of the society in the economical field
with peasantry being the foremost.
15. To establish a national insurance system where a security of
an income and a job is maintained.
16. To support the development of a social security system where
the availability of an unemployment benefit as well as the opportunities
for the new employment is present.
17. To establish a system where protection of public's health is
provided free of charge. To establish an insurance system which
will make this possible. To establish a health care program for
children and women.
18. To undertake educational and social works which will develop
psychological, cerebral, and physical development of the youth as
well as providing the opportunities for their active participation
to social and political life.
19. To be in favour of the arrangements which solves the problems
of, protects the rights, and serves to of children and the elderly.
20. To overcome an educational and cultural system that does not
develop the individual and society. Establish a base where the democratic
system develops the free personality and social freedom.
21. To develop a democratic law system by way of carrying out a
law reform,.
22. To end all types of pressures on minority, nationality and
religious groups, To treat the diversity of the cultures as a form
of wealth and to provide freedom and support in order for all cultures
to develop.
23. To support the practice of the fundamental human rights such
as Declaration of Universal Human Rights, Paris Convention and the
Copenhagen Criterions which are three-generations long. To struggle
for the complete abolishment of the death penalty.
C- To end the unjust position of women in the class based society
by returning to the position in the Neolithic Society via fundamentally
changing the system of male domination in the 21st century which
is the age of the free women.
For which,
1. To develop the freedom struggle of the women as one of the fundamental
social movements in the 21st century.

2. To develop the legal organisations of women's freedom movements
in all parts (Iran, Iraq, Syria, and Turkey) by way considering
the special circumstance s of the locality.
3. To make constitutional changes to prevent the legitimisation
of the slavery, persecution and domination. To reverse the institutionalised
inequality in favour of women.
4. To struggle against male domination in all fields of social
and political life.
5. To ensure that the active, free and equal participation of women
to cultural, political and social life is maintained.
D- Resolve the Kurdish national question in peaceful and democratic
means. For which:
1. To develop the level of organisation for the Kurdish Society
and to increase the strength of their administrative power and secure
their participation in the democratic republic.
2. The recognition and formalisation of the Kurdish identity in
the constitution. The creation of a situation for the development
of the Kurdish language and the culture is secured as well as waging
a multi directional struggle for the legal protection on these to
be achieved.
3. To work for the attainment of a legal status for the right to
be educated in Kurdish mother tongue.
4. To improve the Kurdish education and all types of press, publication,
history and art work in an institutionalised manner. To mobilise
all national resources on these.
5. To carry out the necessary work in order to expose the Kurdish
history and ensuring of the protection for the historical artefacts.
6. To eliminate totally the tribal-feudal remains that our struggle
has smashed on a large scale.
7. To eliminate totally the state of emergency rule, and village
guard system and similar that have been developed in Kurdistan.
8. To improve and reconstruct for the benefit of the people, the
economic structure that has been damaged in the war era.
9. To provide the necessary means and support to people who left
their homes during the war to return their homes.
E- Developing the Kurdish National Unity and system of democratic
relations within the principles of Democratic Middle Eastern Union.
For which:
1. To base the national democratic development and the solution
on the self-strength of the people living in each piece.
2. To consider the national democratic development and resolution
of the national question in all parts as part of the transformation
in each sovereign country. To solve the Kurdish Question without
changing the borders and within the unity of the free will.
To undertake the practice of works towards the "Democratic
Turkey Free Kurdistan", "Democratic Islamic Iran Free
Kurdistan", "Democratic Federal Iraq Free Kurdistan",
"Democratic Syria Free Kurdistan".
3. To work for the active support and solidarity amongst the national
democratic struggle forces in all parts. To see the Kurdish national
unity with the strategy of "Democratic Middle Eastern Union
United Kurdistan"
4. To be in a position of defending the democratic rights of Kurds
which are spread throughout the world, to organise and support them
for their cultural development and to unite them with progressive
humanity and the struggle in Kurdistan.
5. To obtain relations and unity of between the Kurdish society
and political forces in all fields within the framework of the National
Congress.
6. To be in unity and the solidarity with the national societies
and national policies in Kurdistan with Asyrian-Saurian people being
the foremostly important.
F- To consider the relationship between the countries of the area
on the basis of Democratic Union of Middle East strategy. To undertake
works to establish the democratic solution to Kurdish Question in
each part separately in order to make it between itself and your
flat. To be in solidarity with the local peoples and the democratic
forces.
G- To be in relation with democratic countries on the international
level. Forming alliance with socialist; progressive; democratic
and liberalistic forces, freedom loving. To be in solidarity with
the people in all areas on the issues of anti-fascism, environmentalist,
humanistic, and defenders of the human rights.
